Sections of two interstates, I-40 and I-95, were shut down due to flooding and debris.
Tornadoes remain a threat, with the NHC saying that “a few tornadoes are possible in southeastern North Carolina and northeastern SC”.
In North Carolina, fears of what could be the worst flooding in the state’s history led officials to order tens of thousands to evacuate, though it wasn’t clear how many had fled or even could. In past hurricanes, flooding at dozens of farms also left hundreds of thousands of dead hogs, chickens and other decomposing livestock bobbing in floodwaters.
The city of about 29,000, which was founded in the early 1700s and was briefly the state capital, is near the North Carolina coast and is bordered on the east and south, respectively, by two rivers.
“We know the water is rising fast everywhere – even in places that don’t typically flood”, Cooper said.
