AAP volunteers to help ”implement” odd-even scheme
Two-wheelers in Delhi, which have been kept out of the odd-even plan for vehicles to be enforced in the New Year, may have to follow the rule too, a member of the ruling Aam Aadmi Party (AAP) has indicated.
Ahead of the implementation of the odd-even formula on January 1, the Delhi Government will conduct a “dry run” on Wednesday to test the preparedness for the implementation of the scheme for private cars in the national capital. “So the exemption could also be misused by many”, he stated.
Days ahead of the odd-even scheme’s trial on the capital’s roads, the acrimony between the Delhi government and Delhi Police came to the fore again with both sides slamming each other, and threatening to jeopardise the ambitious road rationing scheme success. “If volunteers do so on their own, it would be unlawful. So even if we are informed in the last moment, we have the capacity to react”, Bassi said. “They will be there in every area and help in implementing the scheme”, Ashutosh said.
Bassi also added that the Odd-Even enforcement would rest on Delhi Police Traffic unit’s 4 guiding pillars namely “ERER – Education, Regulation, Enforcement and Road Engineering”.
The minister said that volunteers are already trained and will be deployed to persuade people and not to stop them.
Volunteers can not stop people just anywhere and ask them to go back home, which would result in violation of provisions of the India Penal Code.
In a tweet, hesaid that the Delhi Police would enforce “odd-even” and requested the Delhi Government to ask its volunteers to assist the Delhi Police and “to act as told”.
“I am only concerned about one thing: When we are enforcing the plan, the law of the land should not be infringed”, said Bassi.
Violators of the scheme would attract a penalty of 2,000 rupees. “There is a preparatory committee consisting of government and police officials to discuss all matters related to the odd-even scheme”.
Bassi claimed that his department has adequate staff for the scheme and he shall be aggressive about its implementation. “Since we’re those who’re going to implement this, we’ll ensure nobody is troubled”, Bassi stated.
