Air Resources Board rejects VW diesel recall plan

USA regulators have rejected Volkswagen’s auto recall plans claiming it’s not fast enough.
The Washington, D.C.-based EPA backed CARB’s verdict.
“Volkswagen made a decision to cheat on emissions tests and then tried to cover it up”, said Mary Nichols, chair of the California board, in a prepared statement.
Grudler said this was because, at the time, the EPA tested only passenger cars in the lab. It did have the technology to test emissions in real-world driving situations, but it only did those tests on heavy-duty diesel trucks.
Müller was engulfed in meetings and interviews at the Detroit motor show this week, and it was the first time the company CEO had set foot in the United States since the scandal broke.
“The defeat devices on VW’s diesel vehicles have caused substantial excess, illegal, and ongoing emissions of nitrogen oxides from the vehicles”, CARB said.
“We are really anxious to find a way for that company to get into compliance, and we’re not there yet”, McCarthy said. According to agency spokesman Dave Clegern, this notice will enable the agency to put pressure on the automaker so that it can take further steps beyond repairing cars, such as buying back vehicles from their owners.
Separately, VW is working on a plan to fix larger 3.0-liter diesel engines used in some VW, Audi, and Porsche vehicles.
It wasn’t the EPA, but rather a little-known group called the International Council on Clean Transportation that first discovered Volkswagen’s defeat device.
“Since then, VW has had constructive discussions with CARB (California Air Resources Board), including last week when we discussed a framework” to address the issue.
A spokeswoman for Environmental Protection Agency Administrator Gina McCarthy said in a statement after the hour long meeting with VW CEO Matthias Mueller that the agency appreciated the conversation.
On Tuesday, The California Air Resources Board (CARB) rejected Volkswagen AG’s (ADR)(OTCMKTS:VLKAY) proposal for recalling thousands of its diesel-powered vehicles.
“We know that Volkswagen is putting together a plan to repurchase vehicles, to offer some compensations, to fix cars, etc.”, Murphy said. They need to make it right.
When challenged with questions about ethical decisions by Volkswagen, Mr. Meuller said he couldn’t understand why people thought it was an ethical problem. After apologizing on behalf of Volkswagen, he confirmed that VW will be discussing with the EPA tomorrow on a possible solution for the diesel emissions problem.
