All Chicago police patrol cars to have Tasers

Emanuel said Wednesday the city will double the number of Tasers available, to 1,400.
The release last month of a video of the shooting, which shows Van Dyke shooting McDonald 16 times, set off a wave of protests and calls for Emanuel’s resignation.
After a bruising campaign, Emanuel won re-election on April 7, as those settlement talks quietly neared conclusion.
Every patrol auto will be equipped with a Taser by June 1, 2016, Emanuel said, though he didn’t mention cost or how the cash-strapped city will foot the bill.
The changes, on the heels of a weekend incident in which police fatally shot 19-year-old Quintonio LeGrier and his 55-year-old neighbor, Betty R. Jones, are Emanuel’s latest response to the criticism surrounding police use of force and the city’s handling of investigations into police shootings. “I’ve asked that they follow up with this as well to soften and reinforce their message”, while going on to provide a paragraph that played up IPRA’s investigatory powers and its independence.
Emanuel and Interim Police Superintendent John Escalante also discussed changes in department policy on when officers may use physical or deadly force, with a focus on using “de-escalation tactics” to try to resolve potentially violent situations.
“He was a very humble, optimistic, caring and didn’t cause any problems”, said Booth. But the experts said no training or equipment will make a meaningful difference without effective supervision, policies and accountability.
Prosecutors said officer Jason Van Dyke – who pleaded not guilty to murder charges on Tuesday – shot McDonald just 30 seconds after his cruiser pulled up to the scene and six seconds after stepping out of it. This fall, three years after a federal investigation determined that mentally ill people were regularly subjected to excessive force by Portland police officers, the department had yet to fully undergo the changes ordered by the DOJ.
The Cook County, Illinois State’s Attorney has requested assistance from the FBI in investigating the police-involved shooting that left a 55-year-old woman and a 19-year-old man dead last week. Earlier this month, Emanuel demanded “sweeping police reform” in a speech to the city council, fired his police superintendent, Garry McCarthy, and created a reform panel (s.o.p) that included Deval Patrick, the former MA governor and a Chicago native, a former Illinois State Police director, and the president of the Chicago Police Board. Police were intentionally shooting at Quintonio LeGrier, who they say charged at them with a baseball bat.
The father said he called out for help after the shooting but never saw police or paramedics provide medical aid to his son.
Cleveland officials said on Tuesday they will review Rice’s shooting to determine if the officers involved or others should face disciplinary action.
A video of the officer shooting McDonald – which was not made public until more than a year later, on November 24 – led to protests and repeated calls for Emanuel to resign.
