Hutchens said an internal investigation will determine the complete facts of the escape and examine department practices. But she said it had not made any personnel changes as of yet because of the escapes. Some also questioned why inmates accused of violent crimes were housed in dormitories rather than individual cells, which is the practice at other jails and prisons in the state.

Nayeri fled to Iran and was arrested by authorities in Prague on his way to visit family. Duong approached friends at a Santa Ana business, who called police at his request. Immigration authorities and records indicate he had been ordered deported to Vietnam in 1998 but remained in the country and racked up a lengthy rap sheet.

Duong was being held without bond since December on charges of attempted murder, assault with a deadly weapon, shooting at an inhabited dwelling, being an ex-felon in possession of a firearm and other charges.
