Annual training exercises set for 4,000 New York Guard members
The military is downsizing the Army by 40,000 troops by 2017 as a part of budget cuts, a reduction that will affect all domestic and foreign posts.
There are around 8,500 troops stationed at the post. Merritt estimated the economic impact of the loss of 365 soldiers at about $25 million.

Overall, the Army is dropping troop levels from 490,000 to 450,000.
The money for the four hospitals comes from a special fund in Albany to protect New York military installations from cutbacks.
