BC plans to use ‘fair share’ pipeline money on environmental fund

The stalled $7.9 billion project would sent diluted bitumen from the Alberta oilsands through the Great Bear Rain forest to an export terminal in Kitimat, B.C. Overall, the project will create just short of 1,000 kilometers of new pipeline for Canada’s oil industry.
The importance of Trudeau’s decisions on pipelines only grew after the Obama administration turned down TransCanada’s Keystone XL pipeline that would have taken Alberta oil to the U.S. Gulf Coast.
If anyone could stomach listening to Premier Christie Clark’s speech the day after the announcement, it is obvious – or, as politicians like to say, “clear” – that she also gives this project thumbs up.
Prime Minister Justin Trudeau announced the pipeline’s approval Tuesday, saying the project, which triples the capacity of the current Trans Mountain pipeline, is in the national interest.
Enbridge, however, will be allowed to replace the Canadian segments of its ageing Line 3 from Alberta to Wisconsin. Once completed, the 1,067-kilometre pipeline will carry up to 760,000 barrels of various crude oils per day. The expansion promises to raise the carrying capacity of the pipeline to nearly 900,000 barrels of oil per day.
Enbridge had its first meeting with the National Energy Board (NEB) on November 30, 2015 in Calgary.
Notley said Trans Mountain and Line 3 are critical to the oil-rich province’s economic future. The project was to ship about 525000 barrels per day of oil.
This comes after more than a decade of stagnation in pipeline construction.

But the Federal Court of Appeal ruled that the federal government had failed in its duty to consult with aboriginal people after Ottawa approved the pipeline.
A fourth pipeline proposal, Energy East to bring crude from Alberta across the country to eastern Canada is also highly controversial and no final decision has been made. “He got a lot of votes in British Columbia because of that promise”. Moments earlier, she shook Justin Trudeau’s hand and thanked him on behalf of all Albertans for his leadership and “demonstrated commitment” to building the economy while moving forward aggressively on the environment.

Some economists say new pipelines are not going to help Canada’s economy as the world moves away from fossil fuels, but Notley, Trudeau and industry stakeholders say they will provide a bridge to a cleaner economy, by accessing more potential buyers and a higher price for Canadian oil.
Robertson has been a vocal opponent of the project. “Vancouver will continue to raise concerns about Kinder Morgan’s massive expansion”, he said, adding Trudeau can expect opposition from thousands of residents and local indigenous leaders who “told the federal governing a resounding “no” to this project”.
Meanwhile, the Greater Vancouver Board of Trade welcomes the decision to approve the Kinder Morgan expansion. Of course there are revenues that will flow to the federal government that may be of small benefit to provinces.
“It’s definitely a tough balancing act”. British Columbia is the birthplace of the Greenpeace movement, and there is very strong opposition to the Kinder Morgan pipeline.
“The risks are just too grave”.
Clark said she wanted fair share talks with Kinder Morgan to start soon.
