Bound child found in bag of feces ‘shocks the soul’
Police in a Phoenix suburb are investigating a child-abuse case in which a 3-year-old malnourished girl was bound with duct tape, kept in a trash sack inside closet and offered for sex by a man babysitting the child, officials said Tuesday, Jan. 19, 2016.
“This is just one of those cases that just shocks the soul”, said Mesa Police Chief John Meza, according to KTVK.
Mesa police say a man has been arrested, accused of sex trafficking and child abuse after a 3-year-old girl was found in his apartment bound in duct tape.
“The suspect wanted to have sex with other people and said he put the child in the closet because she was too loud”, officers said. Authorities say she was only wearing a diaper and a t-shirt and was “covered in feces”. “Neglect so harsh she could not stand on her own”, Meza said. Her body was riddled with bruises, blisters, rashes and scars, and injuries to her genital area indicated that she had been sexually abused, as well.
The mother also admitted to police that she shaved the girl’s head and told people she had cancer in order to get money. Her condition is said to be improving, but she has yet to verbalize anything to police.
The child was taken to the hospital to be evaluated, said Mesa police.

Francisco Javier Rios-Covarrubias is facing the serious charges of sex trafficking, sexual conduct with a minor and kidnapping, while Mayra Solis is facing charges of child abuse.
Police told FOX10 that Solis would leave her daughter at the home of Rios-Covarrubias during the day when she went to work. She was also aware that her child would be alone for hours, while the other suspect was at work himself, according to police. She said she believed the girl had fallen, Meza said.
According to Police Chief Meza, a small amount of methamphetamine was found within the apartment as well. An apartment complex manager says he only lived in the community for a few months.
“That’s some of the sickest stuff that I ever heard in my life”, another neighbor, Rafael, said. Solis was booked on charges of child abuse. Covarrubias offered to allow the man to have sex with the child, but the man declined, Meza said. She also made her initial court appearance Tuesday; the judge set her bond at $15,000.
