Budget Bill Avoiding Shutdown Passes Congress
Republicans were nearly split in half on the vote, as just 132 GOP lawmakers voted for it, along with 178 Democrats.
Others responded to the President’s Twitter comments about shutting down the federal government.
A government shutdown occurs “when Congress can not resolve budget disagreements for the upcoming fiscal year and stops all but essential federal services”.
“We will be voting on the health care bill tomorrow”.
“That’s what we got in this deal and that’s what Democrats don’t want you to know”, Mulvaney said, according to the Times. The positive framing comes as Democrats have tried to declare victory over obtaining $5 billion in domestic spending increases and blocking other measures, such as funding to begin construction of a wall along the USA border with Mexico.
Democrats also backed the measure, which protects popular domestic programs such as education, medical research and grants to state and local governments from cuts sought by Trump – while dropping a host of GOP agenda items found in earlier versions.
“Not only did we achieve this massive and badly-needed increase in defense, but we did so without having to put in place an equal increase in non-defense spending, breaking the so-called “parity rule” that was breaking our budget and degrading our military and that’s not happening any more”, added Mr. Trump.
But Mulvaney argued that the bill was a “huge win for the president” and tried to take Democrats to task for celebrating the bill.
“It’s imperative to note what this bill does not contain”, said Rep. Nita Lowey of NY, lead negotiator for Democrats.
“The bill is the result of weeks and weeks of bipartisan, bicameral negotiations and the final product reflects the give-and-take of those negotiations”, Senate Minority Leader Chuck Schumer (D-N.Y.) said on the Senate floor ahead of the vote.
“From my point of view, we pretty well got our clock cleaned”, said Republican Sen.
Despite a tweet earlier Tuesday from Trump suggesting a shutdown could be good for the government this fall, Mulvaney said it was Democrats who were pushing for a shutdown this time – and, he asserted, Trump prevailed by not letting that happen.
But the move announced late Wednesday by GOP leaders also carries extreme political risk, as House Republicans prepare to endorse a bill that boots millions off the insurance rolls and may not even survive the Senate.
“If you’re in a bipartisan meeting, I think it’s very unusual for one group to walk out and start spiking the football and say, ‘Hey, we won”.

Mr Trump tweeted on Tuesday that maybe a government shutdown would not be so bad and that Republicans should consider changing Senate rules to make it easier to pass spending and other bills without Democratic support. “But tomorrow, House Republicans are going to tattoo this moral monstrosity to their foreheads, and the American people will hold them accountable”. “I think the message that we’re sending is that we are competent”.
