Centre revokes President’s Rule in Uttarakhand

Dehradun: Ahead of the crucial test floor in the Uttarakhand Assembly on Tuesday, ousted chief minister Harish Rawat said he was sure the Congress would pass the test with flying colours and claim back power in the state.
Harish Rawat is set to return as Uttarakhand Chief Minister as the Congress has won the Assembly floor test which took place yesterday.
On D-day, Rawat claims to have secured a comfortable 34 votes, whilst the BJP has reportedly received 28 votes. We did our best.
Victory resounded for the Congress Party in the decisive Uttarakhand floor test as the Supreme Court earlier today announced the grand old party now has the majority in the state assembly.
Calling the Congress Party government in Uttarakhand as “unconstitutional and immoral”, the Centre imposed President’s Rule on March 27, just a day before a trust vote was scheduled for Rawat to prove whether he had a majority in the Assembly.
The Supreme Court dictated the order, 33 votes in favour of Harish Rawat and 28 against him.
Congress president Sonia Gandhi described the Uttarakhand win as “Congress’ victory and victory of the people”.
The assembly proceedings were videographed on the order of the Supreme Court.
Just before the floor test, the Congress faced a minor hiccup with party MLA Rekha Arya siding with the BJP.
The Uttarakhand high court on 21 April struck down President’s rule, after which the Centre approached the Supreme Court.
He said that he would soon meet the Prime Minister.
Attorney General Mukul Rohatgi conceded that there is no doubt that Harish Rawat has proved his majority.
After exclusion of the nine disqualified MLAs, the Assembly has an effective strength of 61 members.
“The Uttarkhand episode should be a salutary warning to all those in the future who would like to use Article 356 to topple elected governments”, the editorial said.
