Chicago Police Claimed Teen Was
Sunday’s protest will come on the heels of the police reports in the McDonald shooting not matching the dash-cam video, and the mayor’s op-ed piece saying the city was following procedure in not releasing the video and it was in now way a cover-up. The officer continues shooting after McDonald crumples to the ground and is barely moving. In addition, Chicago authorities have not yet given a convincing explanation as to why the videos released this past week did not have audio, even though audio should have been recorded in conjunction with the videos. “Furthermore, any official who helped suppress the videotape of Laquan McDonald’s murder should be held accountable”. The officers would have Fifth Amendment protection for anything they said during an internal investigation, but their initial police reports could be used in an obstruction of justice case against them, said Phil Turner, a former federal prosecutor in Chicago. City officials had fought in court for months to keep the video from public release, before deciding not to fight a judge’s order in November.
Emanuel on Saturday released an opinion piece he wrote for the Chicago Sun-Times and Chicago Tribune.
A video that caused racial riots and created high-tension against police nationwide is now being reported as ‘doctored’.
The Justice Department’s Civil Rights Division will now investigate what is called a pattern-or-practice probe. Garry McCarthy on Tuesday.
Johnson’s mother, Dorothy Holmes, says the dashcam footage of the shooting proves her son was slain, and is pushing for the video’s release to the public.
Another contradiction that emerged with the release of the reports is whether McDonald’s knife was folded when officers recovered it at the scene.
McDonald was being chased by police after reports he was burglarizing vehicles.
Chicago police spokesman Anthony Guglielmi said in a statement that the city’s Independent Police Review Authority, not the Police Department, conducts investigations of officer-involved shootings and that the agency was given all evidence from the scene. The mayor called for police department reform, and said he took responsibility for the force’s failings. Release of the video has led to a torrent of protest and criticism over the way Emanuel and his police department handled the investigation into the shooting. He was “swinging knife in aggressive, exaggerated manner”, Van Dyke told detectives.
Van Dyke also told an investigator that he was aware of the dangers of spring-loaded knives and was familiar with the so-called 21-foot-rule that suggests a suspect armed with an edged weapon can injure an officer from that distance.
“If the criminal investigation concludes that any officer participated in any wrongdoing, we will take swift action”, Guglielmi said. “VD continued firing. O appeared to be attempting to get up, still holding the knife, pointing at VD”. He said he eventually kicked the knife away from McDonald and then told the dying teenager “Hang in there” as an ambulance was called. But the shots sound more like synthesized drums than the rippling crack of the 9mm gun that, according to the charges against him, Van Dyke used. But, in another contradiction, one of the police reports said the recovered knife’s “blade was in the open position”.
One of the reports noted what it called McDonald’s “irrational behavior”, such as ignoring verbal directions and “growling” and making noises. PCP, a hallucinogenic drug, was found in McDonald’s system, according to Alvarez and the medical examiner’s report that was among the documents.
