Dallas Police See Recent Increase in Recruitment
In Sgt. Leroy Quigg’s long career with the Dallas Police Department, two moments in particular capture his hard and delicate mission.
Here’s an example of a Chicago Police Officer who profiles black men and has numerous complaints filed against her, but has yet to have been fired. “He’s not a gang member, anything”. But fellow officers balked – and questioned his intentions.

As a result, Quigg has worked for years to build trust.
Dec 20, 2014: Two New York City police officers, Wenjian Liu and Rafael Ramos, were ambushed and shot to death in their vehicle without warning by a man who approached the passenger window of their marked police auto. Why was this 25-year-old black man so enraged? Reforms like those he’s been pushing for years might provide something like a way out of this mess. There are even classes in etiquette.
Although the city of Dallas does have an issue with the excessive force used by officers, it has a bigger issue with the lack of officers held accountable for the killing of an unarmed Black male.
“Everybody is on high alert”.
“We’re going to keep building on that”, he said.
But Quigg knows racism influences how young black men are treated by police and that tempers have risen in recent weeks over several videos of fatal police shootings.
“They’re human beings, they have families”, said Chaplain Lou Ness.
The police chief cautioned that it can be a thankless job, but can be worth the difficulties.
DPD’s Public Information Officers also don’t always show the best judgement, as was shown when they recently called person of interest Mark Hughes a “suspect” via Twitter, and then left it up for 17 more hours.

Safety, not apprehension, comes first and, after 11 officers are shot, five mortally wounded, the first order of business is to neutralize the threat by any means possible that doesn’t endanger innocent bystanders. The numbness that many officers have felt is expected to wear off. Officers working nonstop since the shooting will wear out.
With the United States still mourning the deaths of the five Dallas police officers, Alton Sterling, and Philando Castile, another grim chapter to the country’s nightmare was added by the murder of three more police officers in Baton Rouge on Sunday. Many people also have unrealistic expectations about what is required for police officers to do their jobs.
“You tend to water down or scale back those things that may have been part of how you grew up”.
Before the shooting, association leaders said officers were tired of Brown constantly shifting their schedules and assignments and the department’s ever-changing strategies in an effort to combat a rising violent crime rate.

Even before recent police-community tensions nationwide, the Cincinnati Police Department had a renewed focus on safety since Officer Sonny Kim was shot and killed in an ambush in June 2015. A vigil drew not only police, but also hundreds of black gang members, a testament to Smith’s police work, Quigg said.
“Meanwhile, The Post found that the great majority of people who died at the hands of the police fit at least one of three categories: they were wielding weapons, they were suicidal or mentally troubled, or they ran when officers told them to halt”.
Sharon Gavala is the wife of a Canton police officer who said her heart was broken when she learned of the tragic deaths in Dallas. “I can give them that insight”.
Watters said he has personally gone door to door to talk with residents and inform them of various events and situations.
Sheriff Roger Garrison says, he too, understands the frustrations of Black Lives Matter activists.
“It hurt me when I saw what happened in Minnesota”.
“Black people make up 23 percent of New York City’s population, but they commit 75 percent of all shootings, 70 percent of all robberies and 66 percent of all violent crime, according to victims and witnesses”. Did 10 police officers have to be buried? “But when a young black kid gets killed it should be the same outreach”. Children wearing police badge stickers looked at him in awe before posing for photos.
That is, if Dallas can stomach letting him go.
“I’m proud of our officers”, Nardone said.
He’s not sure how long the goodwill can last.
He said although his department is honored and humbled by the show of support, it’s a shame it takes a tragedy for people around the nation to tell officers they appreciate them.
