Dash cam in Bland case shows escalating confrontation
The police video shows Bland being stopped for failing to signal while changing lanes. She was then placed under arrest for assault on a public servant. Earlier this year, Bland posted a Facebook video in which she revealed her struggles with depression, but many family members say that Bland wouldn’t take her own life. She explained she was irritated because she felt the traffic stop was unwarranted.
He asked her to put out her cigarette and she responded with, “I’m in my auto”. She asked the trooper if he “was feeling good about himself”.
“Well, you can step on out now”, Encinia replies.
Encinia said Bland became “combative” after he pulled her over for an improper lane change, according to the arrest report released Tuesday. He then pulls out a stun gun and makes the threat about lighting Bland up. At some points in the stop, Androphy says, the officer took it too far by raising his voice instead of diffusing the situation. “Here in Texas I can tell you we believe in total transparency and we will find the truth, whatever it is”. Later Officer Encinia can be heard telling a bystander filming the event that they “need to leave”.
Last week, the FBI and Texas Rangers, a statewide police and investigation agency, said they were looking into Bland’s case.
Several officers administered CPR to try and revive her, the newspaper said, citing the sheriff’s account.
“This is your job”, Bland says.
He screams: “Get out of the auto! Get out! Now!”
“Get out of the auto, I will light you up”, he yells during the video from the July 10 stop.
“For a failure to signal!”
Out of the camera’s view, Bland goes on protesting her arrest, repeatedly using expletives and calling the officer a “pussy”.
A clearly upset Bland can be heard saying: “You’re a real man now. You are such a pussy”, Bland shouts. On that Monday, a jailer checked on her shortly after 7 a.m. According to The New York Times, Bland allegedly told the jailer that she was “fine”.
Encinia’s arrest affidavit, also released Tuesday by the Waller County district attorney’s office, does not include numerous details of the confrontation captured on tape. Bland was accused of assaulting the trooper.
When she steps out, the trooper orders her to the side of the road.
“I’m in my vehicle, why do I have to put out my cigarette?”
The Texas Department of Public Safety has released 52-minute dash cam video from the traffic stop where Sandra Bland was arrested. “Regardless of the situation, the DPS state trooper has an obligation to exhibit professionalism and be courteous”, McCraw said.
“It has not been determined at this point that this was a murder”. Lambert, Sr., Waller County Judge Trey Duhon said that the meeting was “positive”, and that officials in Waller County are “completely committed to an open and transparent investigative process”. He said a grand jury would later determine if charges are to be brought.
Texas State Sen. Royce West, addressing the recent high-profile deaths of African Americans at the hands of law enforcement agencies across the country, said officials were aware of the public concerns, and that elected officials would work to ensure a complete and transparent investigation. She was found dead in her cell three days later. Bland received CPR, and an ambulance was called, but she was pronounced dead a short time later.
A video from the jail shows a period covering about 90 minutes with no activity in the hallway leading to Bland’s cell.
