The report includes evidence suggesting that Russian authorities might have lied to cover civil damages caused by an air strike on a mosque and a hospital.
It also said the attacks had also involved the use of cluster and unguided bombs in civilian areas.
Russian presidential spokesman Dmitry Peskov said the Ministry of Defense is investigating the report’s accuracy.
However, the Russian authorities have alleged their armed forces are attacking only “terrorists” targets and have denied killing civilians.
The UN resolution urges member states to support cease-fire efforts and to end attacks on civilians, and for all parties to allow access for humanitarian aid.
Amnesty International based its claim on telephone conversations with survivors and other witnesses.
“Incidentally, some of these vehicles have got into Syria from the U.S. territory, which has already been proved”, the Russian Defense Ministry spokesman said.
“The human suffering in Syria is horrific and the global community can not allow it to continue”.
The report gives more details about six attacks.
It had interviewed by phone or over the internet witnesses to the attacks, and had audio and video evidence, as well as “advice from weapons experts”.
Currently, apart from Russian Federation, the US-led coalition is also performing its own air strikes against ISIS targets in Syria.
