In a 41-minute speech at a gym in Camden, the deeply troubled city he often cites as a success story for his initiatives as governor, Christie detailed a policy that emphasizes rehabilitation over what he called an “armored fist”.

Christie, who has advocated treating drug addiction as a disease, also called for mandatory drug courts across the country.
Christie also said first-time non-violent offenders should have better alternatives than jail, such as treatment and “non-custodial sentencing options”.
