But in his address to Congress he made only a glancing reference to an immigration overhaul, calling for a new “merit-based” system that would admit only those able to support themselves financially.
Yet there were few surprises in the hour-long address.
While the office might offer residual positives for victims, it’s no coincidence that this office would be created in the heat of Trump’s fight for heightened immigration restriction. The last time the Dow closed up more than 300 points was on November 7, the day before the presidential election, when it jumped more than 371 points.
Republicans declared the speech a giant stride for the administration, delivering a focused blueprint for the next four years.

Mr Trump reeled off a list of his accomplishments including withdrawing from the Trans Pacific Partnership trade deal and bringing back jobs to the US.
He also wants to hike defense spending by $54 billion, offsetting it with cuts to foreign assistance and other non-military spending.

Mr Trump defended his decision, saying: “I just spoke to General Mattis, who reconfirmed that, and I quote, “Ryan was a part of a highly successful raid that generated large amounts of vital intelligence that will lead to many more victories in the future against our enemies”. “It begins as of now”, Mr. Trump said at the top of the meeting. “There’s no reason to believe that this was anything different even though he is running around as the President of the United States of America”.
These so-called addresses before the Joint Session of Congress typically clock the biggest crowd that president is going to snag during his one or two terms in office.
The memo, sent to White House staff on Tuesday, follows a request from Senate Democrats last week asking the White House – as well as law enforcement agencies – to keep all materials involving contacts that Trump’s administration, campaign and transition team – or anyone acting on their behalf – have had with Russian government officials or their associates.
Mr Trump can be seen sitting in the back of his presidential limousine alongside his wife, Melania, while apparently reading aloud from the text and testing out an array of animated expressions. Whether Republicans will be across-the-board happy with Trump’s proposals is less certain.
Pence and Democratic congressional leaders made the rounds of morning TV news programs following Trump’s speech to a joint session of Congress and a nationwide audience to set their imprint on how it’s received.
He again promised to replace the Affordable Care Act, also known as Obamacare, while offering no specifics on how to do it. Trump also called for a $1 trillion infrastructure plan without providing details on how to implement it.

But it’s not only critics of Trump’s policies who suggest his nationalistic policies and vision for America hasn’t changed despite his “softer” or more “moderate” delivery on Tuesday night.
