Health care bill a disaster
The U.S. bishops “continue to reject the inclusion of abortion as part of a national health care benefit”, they said. Customers who now have the peace of mind in knowing they are covered if an unexpected health issue should arise and enjoy the financial security that enables them to spend more of their hard-earned money at local shops like mine.
Christie Popp, who’s due in October, said she “more than hopes” nothing happens before then.
As a small businessperson, my family and most of my employees are dependent on the Affordable Care Act (ACA), so I have a hard time understanding the controversy.
Analysts have concluded that the Republican plan, the American Health Care Act, would in fact drastically cut tax credits for many people who buy health insurance on the open market; allow insurance companies to charge older people more; and sharply cut Medicaid, the government program that provides free or low-priced healthcare to the poorest Americans. In many areas of the United States, particularly rural areas, older Americans would receive significantly less financial assistance to help pay for premiums than they now receive.
The Medicaid expansion is a large component of ACA that Democrats have feared for since talks of a new health care law began. It also allowed states to expand their Medicaid programs to cover more low-income adults.
The Medicaid expansion being changed is what brings concern to HIP 2.0, Hemberger said.
Before the ACA, insurance companies could require “exclusions” in policies that eliminated coverage for certain health concerns.
At the same time, tax cuts within the plan would save people earning $1m a year or more about $157bn over the next ten years, according to the Joint Committee on Taxation, a non-partisan congressional panel. Operate on the wrong side of their body and send them a bill, says Mayer. After that, states would assume the funding responsibilities and would either have to raise taxes to come up with the funding or not fund it at all, Hemberger said. She said if that provision of the Patient Protection and Affordable Care Act were repealed, she didn’t know how she woud be able to afford health insurance. According to insurance experts, the bill will also do enormous damage to the insurance market. Millions of Americans now depend on premium tax credits to pay for health coverage provided through the ACA; the Republican plan would eliminate this assistance and replace it with an inadequate flat tax credit that leaves working families exposed to premium increases. “We just want to make sure that any modification to it doesn’t result in more people losing access to medical care”, said Dr. Shane Macaulay, Medical Association president. Recognizing that older adults have higher health care costs, the tax credits in the GOP proposal are age-based. The nonpartisan Center for Health and Economy (disclosure: I am a member of the group’s board) scored A Better Way in 2016 and concluded that its regulatory reforms, universal tax credit (for those without employer coverage) and rapid rollback of the enhanced matching rate for the Medicaid expansion population would result in increased enrollment in the individual market. Second, when those free and healthy people have an accident, they’re going to go to the hospital, and since they have no coverage, they’ll get “uncompensated care”, which the rest of us pay for through higher premiums. CBO at first missed on the magnitude (they’ve since recalibrated their estimates to hew closer to the numbers coming in), but they were right on the directional sign of Obamacare: They recognized that the structure of the new law would put a significant dent in the number of the uninsured. People who get their insurance on the job have been protected against discrimination for preexisting conditions since 1996, when Congress passed the Health Insurance Portability and Accountability Act (HIPAA). Before the ACA, people with these conditions were often denied insurance.
With the Republicans’ bill, there wouldn’t be a effect for not having health insurance by tax penalties.
For those keeping score, that means fewer people would have insurance, those who get insurance on the exchanges would pay a higher price for it and Medicare’s solvency would be jeopardized as a bonus.
Ness said the administration also “could allow states to define their own essential health benefits standards”.
And under the current law, there are also cost-sharing subsidies created to help the working poor with co-pays and other expenses. The subsidies would be repealed in 2020 under the proposed bill.
