U.S. Attorney General Loretta Lynch announced the investigation on December 7 amid protests over the release of a video of the shooting of Laquan McDonald.
Van Dyke was indicted on six counts of first-degree murder and one count of official misconduct on Wednesday for fatally shooting McDonald in October 2014.
Similar complaints have been raised for years but Wooten says he and others believe now is the time to affect change while the federal Department of Justice is investigating Chicago Police.

Investigators met Thursday with community groups, the police union and city officials, including Mayor Rahm Emanuel and the head of the Independent Police Review Authority. Angelo described it as an off-the-record talk, saying he conveyed that the union wanted to “help facilitate the moving parts of the investigation”.
“They might look for grounds to bring the officers up on charges”, he said.
The mayor is clearly not serious about reforming his office and the Chicago Police Department and the apartheid system of justice that results in the disproportionate death, torture and abuse of citizens of color.

“That video showed what we are going through out here, what these police officers are covering up”, said Gloria Pinex, whose son, Darius, was killed by Chicago police in 2011. “Specifically, we will examine a number of issues related to the Chicago Police Department’s use of force, including its use of deadly force, racial/ethnic disparities in its use of force, and its accountability mechanisms such as its disciplinary actions and its allegations of misconduct”. Yet, Van Dyke was just arrested and charged with murder last month – after a video tape of the killing was released to the public by court order.
