Investigators over the weekend said that so far, they had not found anything linking Archer, 30, to the Islamic State militant group, though Archer, according to police, pledged allegiance to the group, commonly known as ISIS.
They stated he started expressing curiosity in Islam as a youngster, performed in an area Muslim soccer league and labored on development jobs.
Hartnett was hit in the arm three times, but was able to chase down and shoot Archer.
In the meantime, Hartnett, who was hit three times in the arm, was in stable condition, but is expected to face a long recovery.
Police Commissioner Richard Ross, who does not appear to be as sanguine about the shooter’s motives as the mayor, said the gunman told officers “he did it in the name of Islam”.
Investigators believe Archer traveled to Saudi Arabia in 2011 and to Egypt in 2012.
The female tipster told police that Archer also attended a mosque at 45th and Walnut streets, where he “became more radical”.
“Those who carry out attacks in the name of ISIS or any other terrorist organization must be fully prosecuted”, he said, but added: “This individual and any who would advocate similar acts are not representative of any religion – they are thugs and criminals”. “He was kind but I noticed that change”.
Police say they are working with the FBI to investigate the credibility of the information. His gun lay next to him, with the slide locked, the officer said – Archer had fired every bullet in his gun. Washington and another acquaintance say Archer used to talk about football.
Video of the assault on Hartnett exhibits a person in an extended gown just like the normal dishdasha, or thobe, typically worn by Muslim males in elements of the Middle East, as he opened hearth on the police automotive.
Police officers nearby arrested him.
Philadelphia Police released a statement Sunday in reference to an anonymous tip that came from a city resident who made comments about Edward Archer who was charged with attempted murder on officer Jesse Hartnett. He was also accused of aggravated assault and assault on a uniformed officer.
At the time of the shooting, he was awaiting sentencing on forgery charges in Delaware County, where he lived. “He wasn’t what you would call radicalized or nothing like that”, she said.
Philadelphia Police, with assistance from the Federal Bureau of Investigation, is investigating these allegations in an effort to verify credibility of the information.
“The archers have dealt bitterly with him, and shot at him, and hated him”.
“The citizen alleged the defendant had an affiliation to a group with radical belief”, the police department said.
Washington said he was unsure what had led Archer to shoot a policeman. When asked if the robe was considered Muslim garb, Ross said he didn’t know and didn’t think it mattered. She said she thought his actions might have been the result of a mental illness.
An NYPD police spokesman said there was no delay in the police response.
