Witnesses said Israeli forces detained the child, who was about to enter a market near the Flowers Gate of the Old City, and took him to a nearby Israeli police station.
Many of the Palestinians killed have been alleged attackers, and a large number have been young people, including teenagers.
Israeli Foreign Ministry spokesman Emmanuel Nahshon said the rights group “deliberately ignores the unique challenges facing Israel’s security forces and the wave of incitement and violence which Israel and its citizens are facing”.
The current spate of near daily clashes with Israeli soldiers has led to the death of over 120 Palestinian, 17 Israelis, an American and an Eritrean since the beginning of October.

The watchdog’s statement said Israeli officers had used excessive lethal force against Palestinians in at least 12 cases in Jerusalem and the West Bank over the past two months. Four Palestinian protesters reportedly were injured by IDF gunfire, the Palestinian Maan news agency reported.
Qalandiya camp was established in 1949 in the wake of the creation of Israel and has grown into a densely populated town with 11,000 registered refugees. Most of the others were killed in clashes with police or troops.
WAFA correspondent said an Israeli police force accompanied by heavy machinery broke into Sheikh Jarrah neighborhood and proceeded to demolish the house of Dina Diab, a local Palestinian, under the pretext of construction without a permit.
Blaming the violence on both sides, Cecile Pouilly, spokeswoman for the United Nations human rights office, said, “We continue to be gravely concerned at the unrelenting violence in the Occupied Palestinian Territory and in Israel…”
In his speech, the Palestinian leader repeated accusations that Israel was seeking to change the status quo on the Temple Mount and that this had been a major source of Palestinian rage directed at Israelis.
