McConnell: “We’re Getting Closer to Having a Proposal” on Health Care

Republican aides say privately they are working within the general framework of the House bill, but considering significant changes.

Donald Trump’s legislative agenda is stalled on Capitol Hill, collateral damage to a mix of swirling controversies – including the firing of FBI Director James Comey and Russian Federation investigation – and the President’s off-the-cuff style that has Republican lawmakers constantly responding to the crisis du jour.

But it’s far from certain that Republicans will manage to get their Obamacare repeal bill through the Senate. Even after Republicans coalesce on the underlying policy – and they’re not close to doing that – the legislation will need to undergo a thorough analysis by the Congressional Budget Office (CBO). That withdrawal follows similar exits across the Midwest in recent weeks, as insurers blame both the 2010 Affordable Care Act and Mr. Trump’s handling of the law. Senators say they also face pressure to move forward as several insurers have pulled out of the ACA marketplaces for next year – most recently in OH, where Anthem’s decision to withdraw from the Obamacare exchange likely leaves 20 counties without an insurance provider selling plans for 2018. The list represents the various factions within the Republican Conference and the opposing views on key issues.

The House Ways and Means Health Subcommittee will hold a hearing Wednesday to review Medicare Advantage programs that serve high-cost, high-need beneficiaries with integrated care and value-based models. Those rules for the 2017 budget, intended for a health care bill, call for a $2 billion reduction in the deficit over 10 years. “We are still supportive of tax reform, but I am also saying to you that what we believe is most important to get the economy going is a tax cut”.

“He’s irretrievably gone. He’s not going to vote for any bill that has refundable tax credits to help low-income people buy health care”, South Carolina Sen.

After Trump’s unexpected 2016 win, Republicans were bullish at the start his presidency about winning wholesale changes to health care, remaking the tax system and rebuilding America’s infrastructure.

Sen. Ted Cruz (R-Tex.) insisted he and the rest of a working group of a dozen or so Republicans are “making steady progress” on resolving issues in the bill, but refused to offer a timeline, and only offered a shrug when The News asked him if a Fourth of July vote was possible, as some Republicans have suggested.

Even if a bill does make it through the Senate, that doesn’t bring Congress any closer to successfully completing the “repeal and replace” process that it undertook just three months ago, and there’s no guarantee it will succeed. If it came to it, Republican lobbyists think McConnell and his lieutenants would opt for bringing up a bill they know won’t pass.

Most members wouldn’t get into details about what actually is on the table, but they were honest that there are still sticking points here that have to be resolved.
