Minneapolis man shot dead by police ‘not handcuffed’
N. Police haven’t made any moves against a few 18 other tents set up outside the 4th Precinct station, but officers did dump water on a campfire to extinguish it, prompting protesters to chant, “Shame on you!”
Protesters are asking anyone with video of the shooting to give it to them, but investigators say this could hurt the investigation.
Protesters of the Jamar Clark shooting say they were “pleasantly surprised” Wednesday night when they knocked on the door of Mayor Betsy Hodges’ home and her husband let them in.
The police story was different. The videos are from the ambulance rig, a police camera in the area, the Public Housing Authority and individuals with cellphones. Verbal exchanges between protesters and officers were heated but not physical. Police said Clark was handcuffed, but protesters have disputed that.
Activists threw bricks and rocks, causing damage to police cars and lightly injuring several police officers.
At a few point, an officer fired at least once, hitting the man, police said.
Officers also said marijuana was being smoked in the vestibule.
“I’m here for my community, not for a story”, she said.
“If things escalate, then our response has to escalate”, Harteau said.
Racial tensions in Minneapolis have led to police being under siege at their own precinct.
“Those who wish to peacefully protest should be allowed to do so in accordance with their right to freedom of expression and assembly”.
Witnesses have said Clark was in handcuffs and unarmed at the time of the shooting, but Minneapolis police said preliminary reports indicate Clark was not handcuffed.
Riggenberg also worked as a police officer in San Diego, California, where he was named in a lawsuit for an alleged mistaken arrest, a case that was also dismissed by a judge.
The state’s Bureau of Criminal Apprehension, which is leading an outside probe of Sunday’s shooting of 24-year-old Jamar Clark, identified the officers involved as Mark Ringgenberg and Dustin Schwarze. In the past, police departments have released videos of officer-related incidents – St. Paul police released a video showing officers in a skyway stunning a man with a Taser and arresting him.
The officers, who have been placed on paid leave pending the outcome of the investigation, did not have dashboard or body cameras, Evans said at a televised news conference.
The Hennepin County Medical Examiner’s Office ruled Tuesday that Clark died from a gunshot wound to the head.
Schwarz was an officer in Minneapolis suburbs of Richfield and Brooklyn Park before taking the Minneapolis job.
Ringgenberg joined the Minneapolis force in September 2014 after 2½ years with the Maple Grove and Osseo police departments.
Police initially said he wasn’t handcuffed, and the president of the Minneapolis police union, Lt. Bob Kroll, told The Associated Press on Wednesday that Clark was “disarming” the officer and was not handcuffed. The state agency investigating the shooting, the Bureau of Criminal Apprehension, is looking into claims that Clark was handcuffed. They say that in other cities, video has been quickly released in similar situations.
Michael Brown was shot and killed after he charged police officer Darren Wilson after first attempting to disarm Wilson in his vehicle.
We’ve heard the same sort of rhetoric time and again, that the deceased “didn’t deserve” to be shot.
However, she said, she is not angry with police officers and will pray for them.
“Love conquers all”, she said. The department said from the outset that Clark wasn’t restrained.
The 10-year-old son of Tequila Dillon said he witnessed Clark’s death.
Pressed on the timeline for results of the BCA investigation, Evans said two to four months is typical but that the Clark case “has been given top priority”.
The deaths of unarmed black people at the hands of police in the United States over the past year have fueled protests nationwide and rekindled a national civil rights movement, including a group called Black Lives Matter.
