Basically you communicate with others via pictures and videos (although they have added traditional text in a recent update).
There are also 7 free lenses everyday which appear on a rotating basis, so if theres one you really like and think you’ll use a lot, being able to buy it for a small fee makes sense. There are 30 of them, and they will cost you $0.99 each, because, well Snapchat needs to monetize its platform as well. (Commerce in 2015 is kind of weird!) After you buy a lens, it shows up in between the free and paid ones.
Numerous existing lenses will continue to be free.

In September, Snapchat introduced Lenses, a way to augment your selfies with silly photos and animations: a monocle and mustache, say, or a violent bolt of lightning coming out of your mouth. But Snapchat said it will roll out to more countries soon.
After two months, Snapchat has managed to dominate the headlines of the tech world for once again today, with yet another interesting update.
To activate lenses, simply switch to the front-facing camera on your phone when snapping a photo in Snapchat and do a long press on your face.
Snapchat has about 100 million daily users, with lenses used in 10 million snaps a day.
