NY man arrested for planning New Year’s Eve terror attack
Lutchman appeared before a judge December 31, but attorney information for him was not immediately available. He is now detained. His father could not be reached Thursday.

His father, Omar Lutchman, told NBC News his son had been plagued by mental problems since childhood, was struggling with his marriage and finding a job, and could not have carried out an attack on his own.
Lutchman was 16 when arrested locally with two others and accused of robbing a Rochester man of “a cell phone, baseball hat, bus pass, library cards and cigarettes”, court papers show.
He was described in court papers as having long criminal history including a 2006 robbery conviction that led to a five-year prison sentence.
According to court records, Lutchman lived in a duplex at the corner of Grand Avenue and Culver Road.
Cuomo added that he “want[s] to reassure all New Yorkers and our state’s visitors that we are taking every precaution to keep people safe, and are in regular contact with our partners in both the federal government and local communities, statewide”. His lawyer, Steven Slawinski, declined to comment on the charges. “Hijra” means migration, and authorities allege this was Lutchman’s term for his intent to travel to join ISIS. “Do operations and kill some kuffar (infidels)”.
AP reported authorities said the 25-year-old from Rochester was going to unleash knives and a machete on innocent people.
While authorities didn’t identify the target, a co-owner said it was Merchants Grill, a neighborhood sports pub.
On Sunday, Lutchman sent a message to one of the FBI’s confidential sources, including an audio recording in which Lutchman swore allegiance to the Islamic State and its leader, the Federal Bureau of Investigation said. “It’s just you, me and the Lord”. He was frustrated over being unable to find work and care for his family, they said. “They may identify the vehicle”. He was arrested on Wednesday.
Lutchman was allegedly in contact with someone overseas, who claimed to be part of terror organization. He was arrested the next day on a charge of providing material support to a terror group. The two also allegedly discussed a plan to kidnap and then kill victims. Assistant Attorney General Carlin said Thursday. He said NY has significant experience in fighting terrorism, and although the fight has become more hard over the years, law enforcement has risen to the challenge.
