Obama rules out USA troops on ground

ISIS has claimed responsibility for Friday’s attacks in the French capital.

Obama responded, saying, “Some of them seem to think that if I was just more bellicose in expressing what we’re doing, that would make a difference”. Or Libya, perhaps? Or if there is a terrorist network that is operating anywhere else in North Africa or in Southeast Asia.
He has advocated for ground troops in Iraq, but not in Syria.
