Paul Ryan: GOP Will Get More Next Next Year
“They knew I inherited this situation”, Ryan said.
What’s more, the $1.149 trillion omnibus will spend at least significantly more than last year’s bill and well above the previously established budget caps.
Ryan is probably playing the expectations game.
“I think that Speaker Ryan deserves a role in that, I will say in his interactions with me, he has been professional he has reached out to tell me what he can do and what he cannot do”, Obama said Friday during his year-end press conference. “And it makes everyone swallow bad news a little bit easier”. “You get a two-fer when you do that”.
“Absolutely not”, said Stan Collender, a budget expert.
The vote was 318-109, with Arkansas’ four representatives, all Republicans, supporting the measure. It’s only a temporary truce because of common interests at this moment.
The spending and tax-break plan still awaits votes in the House and Senate and is no model of conservative legislation.
WASHINGTON-House Democrats decided to make Speaker Paul Ryan (R., Wis.) sweat this week over the outcome of Friday’s vote on sweeping spending legislation to fund the government through next September. “Ryan just came in 6 weeks ago and had to be the coach while we cleaned the barn”.
Ryan of Wisconsin may have had a freer hand to raise spending than his predecessor thanks to the falling federal deficit. The negotiations over the spending bill, for example, took place in much the same way and produced similar results as they did under Boehner, but with nearly none of the acrimony or divisiveness that had become the hallmark of Boehner’s tenure. “He’s going to be our chief negotiator; we’re going to have other deals”.
Even conservatives who opposed the deal told CNN they were willing to look past the megadeal now because it was leftover business, and Ryan showed signs he was serious about a promise to decentralize the speaker’s role and allow members more of a say in big policy proposals.
“The process has been good”.
Both Ryan and his counterpart in the Senate, Majority Leader Mitch McConnell (R-Ky.), have promised to get back to doing that next year.
Ryan said Wednesday he would like the Senate to consider and vote on House-passed legislation. The move reflects Ryan’s appeal to Republicans to shift “from being an opposition party to being a proposition party”. “The whole point of this, I want committees driving the process, I want committees writing the legislation, and that’s what happened here”.
“I believe that this nomination process is going to be healthy”, Ryan said. “And remember, he’s a policy person and is respected by his colleagues because they know he really does know policy very well”.
Mostly, however, Ryan talked about overhauling how the House operates.
Ryan has also benefited from the perception that the spending deal is more a product of Boehner’s leadership than his own – a perception that Ryan has done nothing to counter. Recent terrorist attacks, dubbed a “new phase of terrorism” by President Obama, are registering with voters back home and with lawmakers across the political spectrum. In an early December speech, he presented a list of legislative goals for the election year. “The kind of things we needed to do to get leverage, that was taken away before he even had an opportunity”. “He’s promising to crack the entitlement reform window open”, said Rep. Dave Brat, R-Va., a member of the hard-line conservative House Freedom Caucus who likes what he’s seen and heard from Ryan thus far but voted against Friday’s spending bill.
