Aquino had earlier warned that the ravages of climate change may worsen if a global agreement addressing the crisis is not reached in the upcoming Paris conference.

The Malta summit emphasised the link between global warming and migration, warning that “worsening impacts of climate change will increase climate-induced migration” – meaning wealthy nations will be increasingly affected by the fate of developing countries. The session on climate change was attended by UN General Secretary Ban Ki-Moon and French President Francois Hollande who said despite the awful terror attack in Paris, he wanted to attend the Commonwealth Heads of Government Meeting to discuss climate change considering seriousness of the issue.
India, already the world’s third largest emitter, has said its emissions could triple over the next 15 years as it expands coal-fired electricity generation to power a developing economy.
He said, “For a concrete example of that, we need look not look much further than our own story and the difficulty we had getting pipelines built because people didn’t believe we were taking our environmental responsibilities seriously”.
The Commonwealth on Saturday pledged itself towards an “ambitious” and legally-binding outcome from the world climate change summit, saying it was “deeply concerned” about the disproportionate threat to its most vulnerable members.
“When we participate in COP21, the message we will simply put is we all have to do the most that we can because this really is a situation where we’re running out of time to be able to stop an irreversible situation”, Aquino said during the recent regional summit in Manila. “Putting it off until tomorrow has gotten us in trouble before and will continue to, and that’s why I think it’s really important to act now in Paris”.

“We are mobilizing ourselves in favor of the environment for the planet”, he said, while expressing his fear that a deal may be blocked by a small group of countries. After China, the United States, and Europe, India is the planet’s other major source of greenhouse-gas emissions, but it argues it must keep using fossil fuels, and expanding emissions, to bring electricity and economic development to its huge population.
