That video contradicts an earlier claim Isaacs made about what happened before he shot Small.

In a statement to the press, Cuomo declared that Officer Wayne Isaac’s deadly shooting of Delrawn Small on July 4 fell under the ambit of the executive order he signed past year making Schneiderman the special prosecutor where law enforcement kills a civilian under questionable circumstances.
“His wife was in the auto with him”.
Investigators believe Small had punched Isaacs with the officer still seated behind the wheel before the officer fired three times, leaving behind shell cases found inside the auto.
Isaacs’ vehicle lurches forward a few feet before he slams on the brakes and gets out.
But a video that was published over the weekend appeared to show Small walking up to the vehicle and then immediately being struck by a bullet, stumbling back and finally collapsing. “Then all of a sudden you see sparks”. Officials have said he called 911 and waited there until patrol officers arrived.
That’s when the footage cuts off.
“Now that I saw that video, I’m outraged”, Small’s brother, Victor Dempsey said during a press conference last night (July 8).
As reported, Isaacs has been put on administrative duty while the incident is investigated by the Attorney General’s office.
In a Friday statement, Schneiderman said he is “committed to conducting a full, fair and independent investigation of this tragedy, and will follow the facts and evidence – including this video evidence – wherever they lead”. “It’s time for us to get justice on it”.
Police said the incident unfolded shortly after Isaacs ended his shift at a Brooklyn precinct and drove away in his civilian clothes.
Isaacs has been placed on modified duty pending an NYPD investigation and the attorney general’s investigation.
