Police trying to uncover motive in federal building shooting
An administrative judge dismissed the appeal, saying Downing did not reveal gross mismanagement or waste of funds.
They said three years ago his longtime live-in girlfriend died of cancer.

Police said there was no indication of terrorism and that it was working with the FBI and other authorities to determine the suspect’s motive.
In a statement, the union that represents New York security guards said its membership was “heartbroken” by the slaying. He engaged in a long and unsuccessful wrongful termination battle with the Department of Labor. “He had an intended target beyond the security officer”, said O’Neill, declining to elaborate.
Later that day, the feds crowded at Downing’s home in the suburbs of Fort Lee, searching for insight that could help them understand why the shooting came into being.
The senior guard was armed, but had no chance to defend himself, according to contractor FJC Security Services.
Bill Pascrell, one of two congressmen who looked into Downing’s case, said he doesn’t know what pushed Downing over the edge, but that his firing was unjust. Those conversations revealed that the Department of Labor Statistics fired Downing in a manner which Pascrell said was “a raw deal”.
NYPD Chief of Department James P. O’Neill said the gunman approached a metal detector and fired on the guard “at close range” with a handgun before rushing through the device toward an elevator.
A federal officer and a suspect were wounded, local media reported.
