President Trump Signs New Executive Order: “Buy American and Hire American”
“We are going to protect our jobs … we are finally standing up for our workers”, Trump said during his visit, which included him signing a “Buy American and Hire American” executive order. But it’s not as straightforward as it sounds.
He said that cutting regulations and getting tax reform are important, but even more critical is Trump’s “America first” rhetoric.
President Donald Trump was in Wisconsin on Tuesday, but his words probably resonated most in California.
Here are five things health IT leaders should know.
The order is more administrative in nature than a clear policy change.
Trump’s executive order directs federal agencies to crack down on fraud and abuse of the program and generate more reports on it, Repko says. It’s unclear what those might look like, but the agencies have 150 days to respond.
However, the likely amendments to the existing H-1B visa program affects the Indian IT services firms that have adopted off shoring business models.
The Australian visa programme – 457 visa – is used to employ skilled foreign workers. “And “Hire American’ generally refers to the body of law and policy concerning how our immigration, visa and guest worker programs are operated to ensure proper protections for American workers”.
“But when they are used, as they sometimes are, to bring in foreign workers to replace American workers, who sometimes are forced to train their replacements who will receive lower wages, that is unfair”, she said.
It also says President Trump’s agency heads will watch how those “buy American laws” already in place are enforced and come up with ideas to improve them. With his attempts to overhaul healthcare and tax law not bearing fruit so far in a Congress controlled by his fellow Republicans, Trump has leaned heavily on executive orders to seek changes to the USA economy.
Trump also pledged support for Wisconsin dairy farmers who are caught in the midst of a trade dispute with Canada.
“The fact is, NAFTA has been a disaster for the United States – a complete and total disaster”, he said. It makes it hard for entry-level computer programmers to get the work permit.
The Trump administration said that if the waivers are not benefiting the USA they will be “renegotiated or revoked”. Senior administration officials say that the order will also strengthen rules that bar foreign contractors from bidding on federal government projects.
The move signals a further attempt at Trump to target foreign companies that typically hire foreign workers over Americans.
