Rice Family Attorneys Release Expert Reports
Prosecutors on Saturday released a frame-by-frame analysis of surveillance camera footage that shows the shooting.
A spokesman for McGinty said Saturday that there will be discussions with the Rice family attorneys about allowing their experts to testify before the grand jury.
Roger Clark, a consultant formerly with the Los Angeles County Sheriff’s Department, said the speed with which the video shows Loehmann firing indicates he or the officer he was with, Frank Garmback, did not try to deescalate the situation.
Lawyers for the Rice family have criticized the Cuyahoga County prosecutor, Timothy J. McGinty, for his handling of the case and have requested that he step aside and appoint a special prosecutor.
Subodh Chandra, an attorney for the Rice family, says that the release of two reports by Prosecutor McGinty in October found the officers’ actions justified, which prompted the family to search for more independent experts.
Since Officer Tim Loehmann shot Tamir outside a recreation center on November 22, 2014, the case has become a focal point in the national movement protesting the deaths of black people at the hands of police.

Loehmann shot Rice twice within seconds of reaching the park in response to a 911 call reporting a man waving a gun.
“The view expressed in those reports that the killing of Tamir Rice was reasonable and justified is nothing short of preposterous”, Chandra said in a statement.
“The officers engaged in reckless tactical decision making”, a former deputy police chief in Irvine, California, Jeffrey Noble wrote, the Times reports.
The legal team representing the Rice family has asked prosecutor McGinty to present their findings to a Cleveland grand jury in investigating the shooting and he has agreed.
