Rochester Bar Owner Says Suspect In Would-Be Terror Plot A Panhandler
A Rochester man accused of being an ISIS sympathizer planned to kill patrons at a Rochester restaurant/bar on New Year’s Eve, federal authorities allege.
Rochester, which is in upstate NY, canceled its planned New Year’s Eve fireworks celebration.
He “caused more trouble than positive”, Page told the Democrat and Chronicle.
The FBI says Lutchman pledged loyalty to ISIS leader Abu Bakr al-Baghdadi, wanted to leave to U.S.to live in the caliphate and join ISIL back in November.

Prosecutors allege that Lutchman began communicating last week with a person claiming to be an Islamic State member in Syria.
The case caps a year that saw the FBI launch terrorism-related investigations in every state and jurisdiction, and make more than 60 arrests of alleged supporters of Islamic State or other extremist groups.

A relative said Lutchman suffers from mental health problems. One of them paid for masks, zip-ties, knives, duct tape, ammonia and latex gloves that were allegedly supposed to be used in the attack, the court documents show. While juvenile criminal records are sealed, the fact that Lutchman at age 16 received a five-year sentence for the robbery indicates he likely had previous encounters with law enforcement.
