The Democrat and Chronicle of Rochester reports that Merchants Grill co-owner John Page described Emanuel Lutchman as a panhandler who “caused more trouble than positive”.
According to a criminal complaint, he went to a Walmart with an informant and bought a machete, knives and other items, to use in the attack. Police spokesman Werner Kraus told the Associated Press that “after evaluating the situation, we started evacuating the train stations and also asked partygoers to stay away from big crowds outside”. “It’s just you and me and the Lord”. “If we grab somebody, they can’t live”.
Court documents show Lutchman communicated with ISIS overseas and this plot was to prove how serious he was about joining the terrorist organization in Syria.
Emanuel Lutchman, 25, was charged with attempting to provide material support to ISIS, which carries a sentence of up to 20 years in prison and a $250,000 fine.
