Russia’s Siluanov says Moscow made offer to Ukraine over debt
Russian Federation is prepared for Ukraine to restructure its debt to Moscow, proposing that Kiev pays back a $3 billion loan in equal parts over the next three years, President Vladimir Putin said Monday. It has threatened to take Ukraine to court if it fails to repay the bond in full and on time next month. Mr. Putin said Moscow was ready to share Ukraine-related risks with the global Monetary Fund. He said Russian Federation has asked for guarantees for the repayment from either the United States or the European Union.
“We agreed with our partners that we’ll discuss details of our proposals comprehensively in the nearest future”, he added.
Ukrainian Finance Ministry has not yet received an official offer from the Russian Finance Ministry regarding the restructuring of $3billion debt.
Ukraine’s finance ministry said on Monday it had not received “any direct information” on an offer by Putin.
In August, the Ukrainian government and a group of its global creditors have reached an agreement, which envisages a 20-percent write-off of Kiev’s outstanding foreign debts and a 4-year extension of the loan repayment period.
