Senate Passes Extension of Highway Funding Program to December 4
After the House on Tuesday passed a bill that was roundly criticized by the solar industry for not going far enough on caps and undermining the value of reimbursements that make solar projects financially viable, the Senate on Wednesday updated its own plan to agree to the House’s recommendation of a 2 percent cap raise across the board.
President Barack Obama signed the two-week funding measure Friday using an “autopen” while he was in Malaysia. Paul’s modification to the so-called T-HUD funding bill would have cut off public housing funding for refugees in America immediately.

Murphy defended the bill against critics who accused supporters of disregard for the suffering of refugees, saying the new regulations ensure “our entire intelligence community is on the same page without turning our backs on those fleeing violence and terror”.
Paul said he wanted an amendment placed in the queue for a vote that “lets the American people vote on whether or not we want to bring more people here from the Middle East”. “I don’t think we’ll be dealing with it over here”. No Child Left Behind, the latest iteration of the Elementary and Secondary Education Act, expired in 2007.
The congressional agreement also retains the current formula for funding schools with the highest concentration of poor students, which receive extra federal money.
