GasBuddy.com, which tracks gasoline prices around the country, said the refinery’s problems could push gas prices in Green Bay and the surrounding area up 15 to 30 cents.

The national average price, $2.76, is a penny cheaper than last week, four cents cheaper than a month ago, and 82 cents cheaper than this time past year.
