ROME (AP) – U.S. Defense Secretary Ash Carter said Wednesday the U.S.-led coalition has not agreed to cooperate with Russian Federation in the fight against the Islamic State and no collaboration is possible as long as Moscow continues to strike other targets.

The Syrian Observatory for Human Rights, a monitoring group, says the Palmyra strikes killed 15 militants.

“The Commission will come to its aid”, European Commission chief Jean-Claude Juncker told the European Parliament before he unveiled the proposals.

The statement also issued a call for Syrian rebel fighters to “unify their front” against the Syrian regime and the foreign forces.

Defense Secretary Ashton Carter says he doesn’t believe Russia’s claims that its violation of Turkish airspace over the weekend was an accident and is promising to respond.

With Russia extending its air strikes to include the ancient city of Palmyra, Turkish President Tayyip Erdogan said he was losing patience with Russian violations of his country’s air space.
