Two Frenchmen, aged 20 and 24, were being held for questioning, Cazeneuve said.
The two men, both of them in their 20s, are thought to have been in contact with another French national, now believed to be in Syria, who is suspected of masterminding the plot.
The Syrian connection is suspected of organising the plot, sources said.
French authorities foiled a planned terror attack meant to target police and military in the city of Orleans, south of Paris, the French interior minister revealed Tuesday.
“These arrests are the result of meticulous work by our intelligence services and bring the number of attacks foiled on the national territory since 2013 to 10”, he added.
France saw its worst attacks in decades last month, with 130 killed in Paris.
Similar measures will be taken in department stores and museums across France. France’s interior minister says the government will tighten security around churches around Christmas, amid continued concerns about potential extremist violence after deadly attacks last month.
