Top State Department official a Peeping Tom at night
A former State Department official pleaded guilty Wednesday to almost a dozen charges of voyeurism and stalking for recording as many as 25 women in their homes around D.C.
Rosen, 44, of Northwest, DC, was arrested at 3:45 p.m. Sunday in accordance with a DC Superior Court arrest warrant, charging him with voyeurism and stalking, police said.
“Through the grace of God it’s now over and he’s actually on the road to healing”.
Some of the victims were targeted repeatedly.
In some cases, the women lived in basement-level apartments that faced rear, isolated alleys.
By day, he was a high-powered counterterrorism official, but by night, Assistant U.S. Attorney Lindsay Suttenberg said, Rosen crept around the alleys of the Mount Pleasant, Adams Morgan and U Street neighborhoods, peering through windows and looking for women to record. It doesn’t excuse the conduct.
He filmed one topless woman for 27 minutes as she shared a sexually explicit video chat with her boyfriend, the Washington Post reported.
Rosen pleaded guilty to 11 counts of stalking and voyeurism in connection to the videos.
A government official has said Rosen was the director of an office in the State Department’s counterterrorism bureau.
Grimm said that his client’s security clearance had been revoked and he was not expected to be allowed back to his job. Even when the women had their blinds or curtains drawn in their bedrooms and bathrooms, Rosen would find a way to place his phone between openings to make his recordings. State Department officials on Wednesday would not comment on Rosen’s current employment status.
Rosen was arrested in February “following a series of online exchanges” with the Fairfax County Police Department’s Child Exploitation Unit, according to Fairfax County police.
His attorney, Bernard Grimm, says Rosen is getting treatment for mental health issues and hopes to start over.
Rosen faces up to 11 years or a $11,000 fine when he is sentenced on October 9.
According to prosecutors, in February Rosen tried to arrange a sexual meeting with an undercover officer who was posing as a 14-year old girl online.
