“They have called for city-wide strikes and resorted to violence, holding our Uber Mumbai and Pune driver partners to ransom by assaulting drivers, damaging cars, and forcibly taking away company-owned equipment (mobile phones)”, the statement read.

In the end, no direct action was taken, but that leaves Uber operating in a gray area within the city – a position the service is in throughout much of the country.

The battle between Uber drivers and licensed cab drivers has been going on since the ride-share program first launched in the city.

The courts however have so far backed the ride-sharing service. “We welcome the opportunity to work with the HK government to modernize regulations in order to accommodate technologies that help make Hong Kong a more livable city”, says Uber. In May, the company announced an expansion of services in Wisconsin and now has contracted drivers operating in Milwaukee, Madison, Green Bay, Kenosha, Racine, Lake Geneva, Waukesha and the Wisconsin Dells.

Now there are no such city requirements for Uber drivers. In India, the Uber platform features an SOS button so riders can contact local law enforcement directly from the app in emergencies. However, Sam Gellman, general manager of Uber Hong Kong, told reporters earlier that all the firm’s rides are covered by insurance including third-party insurance for their passengers.

Less than two weeks later, the city and the company had worked out a deal over New York’s proposed growth limits. The company said it would appeal the fine. These companies avoid the costs associated with hiring personnel, put the burden of some expense on their contractors and earn profits off those contractors.
