Whether the feds could withhold, say, federal education money for immigration purposes would likely be contested.
Chicago’s mayor, Rahm Emanuel, who was previously chief of staff to Barack Obama, said: “I want to assure all of our families that Chicago is and will remain a Sanctuary City”.
The mayor said during a press briefing after he met with the president-elect that Trump’s proposed initiatives would create a rift between police and the communities they serve around the country. “It was a candid dialogue and a substantive dialogue”.
Trump could choose to prioritize the deportation of undocumented immigrants with criminal histories, but he would probably not see a significant spike in deportations because the Obama Administration already has this policy.
“These cities have reaffirmed they’re going to respect the dignity of all their residents”, said Matt Adams, legal director at the Seattle-based Northwest Immigrant Rights Project.
The Los Angeles Police Department has a policy of not actively helping federal officials apprehend immigrants in the country illegally. If they refuse, Trump says the U.S. government will incarcerate them. “They can attach any set of criteria to any aspect of federal funding to try to incentivize cooperation with immigration”.
“You are safe in Chicago”.
“To all the children and all the families who are unsure of their place because of what happened Tuesday [the United States election]: you are safe, you are secure and you are supported in the city of Chicago”, said Mayor Rahm Emanuel. “We have always welcomed people of all faiths and backgrounds, and while the administration will change, our values and our commitment to inclusion will not”.
But the term could also apply to jurisdictions that prohibit their own agencies from denying services to people in the country illegally, inquiring about immigration status or alerting federal authorities about suspected illegal immigration.
Los Angeles is known for its immigrant-friendly policies, but Garcetti said he avoids using the phrase “sanctuary city”, saying it’s “ill-defined”.
San Francisco, for example, gets about $478 million a year directly from the federal government for a wide variety of programs, according to the San Francisco Examiner, and that doesn’t include money that goes through the state. It declared itself a sanctuary city in 1989, and strengthened their stance in 2003 with its “Due Process for All” ordinance.
According to the L.A. Times, the LAPD has a longstanding policy of distancing itself from federal immigration mandates.

In Providence, Rhode Island, Mayor Jorge Elorza, the son of Guatemalan immigrants, said he would continue a longstanding policy of refusing to hold people charged with civil infractions for federal immigration officials. The Republican-controlled House of Representatives passed legislation past year that would withhold federal, law-enforcement grants from cities that shelter undocumented immigrants.
Over the past few years, some local governments that disagree with federal immigration policies have refused to cooperate with the U.S. Immigration and Customs Enforcement, calling themselves “sanctuary cities”.
