Reid pushed through a change in Senate rules in 2013 that prevents a filibuster of executive branch appointments. But before that happens, look for the noise and the anger over the Sessions nomination to increase. It is impossible to know how much of that money goes to liberal institutions, but a great deal of it likely does.
