Stein has insisted that her efforts were not to support the Clinton campaign, but to “ensure the integrity of our elections”, as stated on her website. Trump’s margin of victory in each state was slim, while Clinton won the popular vote by over 2 million votes, according to one tracker.
Stein’s attorney, Larry Otter, said the move to force a statewide recount is “unprecedented” in Pennsylvania and he hopes the petition will move through the courts quickly.
More than 30 counties told the Elections Commission they planned to do a hand recount whether it is ordered by a judge or not.
In a video posted on Sunday, Stein said she will start a voter-initiated recount in Pennsylvania, a process she described as as “especially complicated”. The commission will certify the recount results the following day.
A group of top aides that includes Elias and former campaign chairman John Podesta has listened when credible observers come forth with theories or reason to question the results – such as the call with a cadre of academics that eventually led to Stein’s push.

Texas doesn’t require its presidential electors to vote in accordance with the state’s presidential election results. Election officials estimate the effort will cost up to $1 million. Independent candidate Rocky De La Fuente has also asked for a recount.
Under federal law, the recount must be done by December 13. “But it’s the voters who benefit by standing up and saying we deserve a voting system that is secure in which we know our votes are being counted and our votes are being respected”.
Recounts could go forward in both, but in Pennsylvania it is particularly hard.

Democratic Secretary of State Pedro Cortes said there was no evidence of voting irregularities or cyberattacks on Pennsylvania’s voting machines, 96 percent of which record votes electronically and leave no paper trail.
Over the weekend, Hillary Clinton’s campaign joined the recount effort. Clinton’s campaign is supporting the Wisconsin recount.
