United Nations calls on states to combat militants in Syria and Iraq

France’s resolution came as a response to Mr. Hollande’s call before the French parliament on Monday for a “grand and single coalition” with the U.S. and Russian Federation against Islamic State. He said the Security Council must adopt a resolution to fight Islamic extremists. Stunned by the attacks of one week ago in Paris, the French government had correctly calculated that sympathy and a new sense of crisis in the chamber would trump months of dithering and division on the combined issues of ISand the Syrian conflict.
Rycroft said the draft by Russian Federation, a staunch ally of Syrian President Bashar al-Assad, “doesn’t have much possibility” because it contains references to working with the Syrian government, echoing a previous resolutio rejected by a few Security Council members in September.
The United Nations Security Council voted in favour of Resolution 2249 on 20 November.
The Prime Minister’s official spokeswoman said: “The French have drafted and circulated this”.

Russian Ambassador Vitaly Churkin told reporters that the French draft is a good one and that his country is studying it. “I don’t think this is going to be a big problem”, he said, adding that perhaps both drafts could go forward, since Russia’s is more broad.
“Active work on the approval of our draft is something that we intend to do with a view to its swift adoption”, Churkin stressed.
The United Nations Security Council on Friday authorised member states to “take all necessary measures” to eradicate the threat of Islamic State group, in a resolution that won unanimous backing.
