University of Cincinnati Police Officer Fatally Shoots Man – WTAP
Minutes later, he was dead.
On Sunday night, Ray Tensing, a white University of Cincinnati police officer, stopped 43-year-old Samuel Dubose for driving without a license plate.
University police Chief Jason Goodrich said earlier that Tensing was at the edge of the campus Sunday evening when he spotted a vehicle missing a front license plate and driven by Samuel Dubose.
Officers responded to the shooting at Rice and Valencia streets just after 6:30 p.m. Sunday. Dubose was shot in the head after a brief struggle as he sat behind the wheel of his auto, according to Cincinnati Police Lt. Col. James L. Whalen. “He produced a bottle of alcohol inside the auto … but was unable to provide a driver’s license”.
At this point, from what we can tell, a struggle then ensued, Goodrich said. The auto drove a short distance before stopping. Goodrich said Dubose “suffered a gunshot wound to the head” and died on the scene. There was a struggle, Tensing fired a shot and was knocked down.
Tensing had been working for the university since April 2014 and previously had approximately 5 years experience with law enforcement, according to Goodrich.
Asked if Dubose had a weapon, Whalen replied, “To the best of my knowledge, no”.
No dashboard camera video is available, according to police.
“Our officers have the discretion to stop vehicles that commit traffic violations the way any other police officer would.”
Tensing, who was placed on administrative leave with pay, provided his first statement to investigators about the incident Tuesday afternoon, the Enquirer reported. He was treated at a hospital for his injuries, which included “bruising on his legs”, the chief added.
“We need justice. We need this to stop”, Brooks said. “We expect to have our assessment complete before the end of next week”.
Under a mutual aid agreement, university police can patrol some areas off campus-a pact that’s becoming more common at schools nationwide.
CNN has filed a request to review the incident report and any video captured of the stop. “I thought somebody fell down the steps but it was just, like, ‘POW!’ We came back like 10 minutes later and all these police showed up”.
Hadassah Thomas, a friend and neighbor, told the station: “Everybody in the community loved Sam. He was so helpful, and he was always around”.
Ono also tweeted the university would do everything it could to assist in the investigation.
Hamilton County Prosecutor Joe Deters now has the police report in the fatal shooting of a motorist by a UC officer. He had previously been arrested 60 times, but his death still warrants answers as to why the officer chose to shoot Dubose as he was driving away. He served time in state prison in 2005 on a marijuana trafficking charge. He’s faced eviction seven times, and he had his license suspended indefinitely in January by the Ohio Bureau of Motor Vehicles, the paper said.
A memorial to Dubose has been set up at a spot close to where he was killed.
