US lifts 40-year-old ban on oil export
The fiscal package includes a repeal of the 40-year-old ban on exporting domestically produced oil.
She said the environmental damage of exporting oil would be offset by 10 times because of measures in the bill such as renewable power tax credits, funding of a parks conservation fund paid for with oil revenues and the elimination of measures that would have dismantled President Barack Obama’s clean power rules on power plants.
The bill came together after congressional leaders wrestled for weeks over which policy provisions should be included, then scrambled to convince skeptical rank-and-file lawmakers to back the sweeping legislation.
The tax measure would suspend the Affordable Care Act’s 2.3 percent tax on medical devices through 2017. The $622 billion in tax breaks would make permanent an array of breaks for individuals and businesses that had lapsed or were scheduled to expire.
API thanked the bipartisan leaders in the House for their efforts to pass this legislation.
The Senate passed the bill 65-33 on Friday, shortly after a 316-113 House vote.
Senators voting for the bill include 27 Republicans, 37 Democrats and one independent, while 26 Republicans, six Democrats and one independent opposed it.
Heinrich said Democrats may not have been able to get a better deal even if they controlled both chambers of Congress, now led by Republicans.
“The Democrats unfortunately just learned that they can mistreat him like they mistreated Boehner, which is a really bad thing”, Mr. Labrador said. This provision further states that “no official of the Federal Government shall impose or enforce any restriction on the export of crude oil”.
The world is awash in oil, driving down crude prices from more than $100 a barrel 18 months ago to the $30 range today.
Commissioner Ryan Sitton said, “Lifting the crude export ban is critically important to Texas oil producers who are now struggling with depressed commodity prices”.
The benefit of lifting the ban is likely to been seen in the long term, when the market recovers. “This will allow us to have an influence over foreign policy”. “If you can get permanent policy that you want in exchange for temporary policy that the other side wants, that’s a victory”.
“This bill will support jobs and economic development in every corner of our state”, Udall said.
“It will create jobs and grow our economy”, he said in a statement. While the time is ripe for business planning, companies should refrain from engaging in any exports of crude oil from the United States until the law is enacted and the US government provides guidance on how the repeal will be implemented in the regulations and in practice. “This is a big win for America’s energy workers, manufacturers, consumers and our allies”, he said. “Congress can now move into 2016 with a fresh start”. His office had previously stated that the president would veto any of several versions of bills aimed exclusively at axing the export ban. Republicans had pushed to boost military spending and Democrats insisted on an even increase on the domestic side.
