“If there ever was a candidate not to be diverted it would be this guy”.

According to a December 2014 transcript, McLaughlin said he had written two words on a notepad after reviewing Howard’s history of drug addiction: “Why not?”

In a statement, Manhattan District Attorney Cyrus Vance Jr. said Howard was part of a drug ring and that his office had opposed defense requests for drug treatment.

Tyrone Howard was a longtime user of PCP but had not been convicted of a violent crime. Prosecutors say the case against Howard will be presented to a grand jury beginning Friday.

The 33-year-old had been an officer for about five years.

At the East River side of the bridge, Howard allegedly opened fire, striking Holder in the head and killing him. When they arrived, a man said that his bike had been stolen at gunpoint and that the thief fled with a group of people along a footpath near the East River.

Officer Holder is the 4th officer killed in New York City this year.

Holder, his partner Omar Wallace and the suspect fired shots at each other as the officer pursued him over a pedestrian bridge.
