Publishing its fifth carbon budget, the UK Committee on Climate Change has said the Government should continue on the lowest-cost path towards the legal requirement to reduce emissions by at least 80 per cent in 2050 and 57 per cent by 2028-2032.

The document, which is being presented to the 102nd Session of the ACP Council of Ministers, notes that the fight against climate change must be tackled in an “urgent, cohesive and decisive manner at the global, regional and national levels, collectively by both developed and developing countries taking into consideration the principle of common but differentiated responsibilities and respective capabilities”. The talks, which will last until December 11, are meant to bring together representatives of almost 200 nations to reach a global agreement limiting the production of greenhouse gases that have been stoking climate change. In response to the UN’s call, more than 166 countries, which collectively account for more than 90 per cent of emissions, have now submitted national climate plans with targets.
China has also issued joint statements on climate change with India, Brazil, the European Union and France.
Over the two weeks of CoP21, 147 heads of state will attempt to negotiate a global agreement to mitigate the potentially devastating effects of climate change.
It must include regular five year cycles for governments to assess and strengthen their national climate plans in line with what science demands.
