Mr Harris Jr was arrested during the violence and was in a critical condition in hospital after surgery.
Harris, who is black, was charged with four counts of assault on law enforcement, five counts of armed criminal action, and one count of shooting at a vehicle and had his bond set at $250,000.
The clip shows a person police identify as Harris grabbing a handgun from his waistband and running toward a parking lot, police say in response to the other shots being fired.
Jackson is one of a number of changes in the upper echelons of power in Ferguson since Brown’s shooting past year.
Police outnumbered demonstrators in Ferguson on Tuesday night, signalling the protests around the anniversary of an unarmed African-American teenager’s death at the hands of a white police officer could be starting to fade.
Police and onlookers take cover as gunfire erupts along West Florissant Ave.in Ferguson Sunday night.
Court records said Harris was part of a group exchanging gunfire with another group at 11:23 p.m. Sunday in the 9200 block of West Florissant Avenue during protests marking the first anniversary of the killing of Michael Brown by a Ferguson police officer. Nor was any smoke or tear gas used, police said.
Oath Keepers appeared in Ferguson in November saying they were protecting businesses from rioting and looters.
On their website, the Oath Keepers are described as a group focused on fulfilling “the oath all military and police take to ‘defend the Constitution against all enemies, foreign and domestic.'” The site notes that the organization is composed of members who have, or have previously had, some sort of connection to law enforcement or the military.
St. Louis County Police Sgt.
I commend the professionalism of our St. Louis County Police Chief Jon Belmar, our police department, and the outstanding work done by all officers involved in protecting life, property and peace.
The countywide state of emergency increases the powers of government officials during times of declared crisis, including the ability to direct local police and security efforts.
Twenty-two people were arrested on or near the street, where there have been dozens of tense standoffs since last summer when Brown’s death spurred wide protests, some of which were violent. “Nothing is going to change unless we stop electing politician lawyers to officers”, Andrews said, as quoted by Ruptly. It was a far cry from the violence and tension that marred the previous two nights.
The tumultuous scene on Ferguson’s streets, with mostly black protesters clashing with police equipped in riot gear, was further complicated by the appearance of a new group, white militiamen calling themselves Oath Keepers and wearing bulletproof vests and carrying rifles and pistols.
Nearly 60 people were arrested around midday for blocking the entrance to the federal courthouse in downtown St. Louis.
A grand jury and the US Justice Department found Darren Wilson, the officer who shot Brown, broke no laws in the shooting.
