Resorting to rhetoric ahead of the first-ever NSA-level talks, Pakistan has accused India of involvement in terrorism, saying “enemy” within the country gets money from overseas to create law and order problem. Modi was speaking about terrorists such as Dawood Ibrahim who has homes both in Pakistan and Dubai. He also stated that Pakistan has had to sacrifice its soldiers and citizens in this fight against terrorism. He warned against unnecessary debate on incidents of terrorism as, according to him, it creates hurdles in fighting anti-state elements.
